GDP craters in Q1, endangering Trump's re-election disagreement

Real gross domestic product (GDP) decreased at an annual rate of 4.8 percent in the first quarter of 2020 (table 1), according to the “advance” estimate released by the Bureau of Economic Analysis. In the fourth quarter of 2019, real GDP increased 2.1 percent.

The GDP estimate released today is based on source data that are incomplete or subject to further revision by the source agency (see “Source Data for the Advance Estimate” on page 2). The “second” estimate for the first quarter, based on more complete data, will be released on May 28, 2020.

The decline in first quarter GDP was, in part, due to the response to the spread of COVID-19, as governments issued “stay-at-home” orders in March. This led to rapid changes in demand, as businesses and schools switched to remote work or canceled operations, and consumers canceled, restricted, or redirected their spending. The full economic effects of the COVID-19 pandemic cannot be quantified in the GDP estimate for the first quarter of 2020 because the impacts are generally embedded in source data and cannot be separately identified.

The decrease in real GDP in the first quarter reflected negative contributions from personal consumption expenditures (PCE), nonresidential fixed investment, exports, and private inventory investment that were partly offset by positive contributions from residential fixed investment, federal government spending, and state and local government spending. Imports, which are a subtraction in the calculation of GDP, decreased (table 2).

The decrease in PCE reflected decreases in services, led by health care, and goods, led by motor vehicles and parts. The decrease in nonresidential fixed investment primarily reflected a decrease in equipment, led by transportation equipment. The decrease in exports primarily reflected a decrease in services, led by travel.

Current‑dollar GDP decreased 3.5 percent, or $191.2 billion, in the first quarter to a level of $21.54 trillion. In the fourth quarter, GDP increased 3.5 percent, or $186.6 billion (tables 1 and 3).

The price index for gross domestic purchases increased 1.6 percent in the first quarter, compared with an increase of 1.4 percent in the fourth quarter (table 4). The PCE price index increased 1.3 percent, compared with an increase of 1.4 percent. Excluding food and energy prices, the PCE price index increased 1.8 percent, compared with an increase of 1.3 percent.

Personal Income and Outlays

Current-dollar personal income increased $95.2 billion in the first quarter, compared with an increase of $144.1 billion in the fourth quarter. The deceleration was more than accounted for by a deceleration in compensation that was partly offset by an acceleration in personal current transfer receipts (table 8).

Disposable personal income increased $76.7 billion, or 1.9 percent, in the first quarter, compared with an increase of $123.7 billion, or 3.0 percent, in the fourth quarter. Real disposable personal income increased 0.5 percent, compared with an increase of 1.6 percent.

Personal outlays decreased $253.5 billion, after increasing $118.8 billion. The decrease was mainly accounted for by a decrease in PCE.

Personal saving was $1.60 trillion in the first quarter, compared with $1.27 trillion in the fourth quarter. The personal saving rate—personal saving as a percentage of disposable personal income—was 9.6 percent in the first quarter, compared with 7.6 percent in the fourth quarter.

Denver Water News – Summer Watering & Water Pitchers

In March, Denver Water began its Lead Reduction Program, which was approved by the Environmental Protection Agency and the Colorado Department of Public Health and Environment in December 2019.

The water Denver Water delivers to customers is lead-free. But lead can get into drinking water as it passes through customer-owned water service lines and indoor plumbing that contain lead. Water service lines are the smaller pipes that bring water from Denver Water’s main delivery pipes in the street into homes and buildings.

Denver is replacing the estimated 64,000 to 84,000 customer-owned lead service lines in Denver Water’s service area with copper lines. This work, done at no direct charge to the customer, will take 15 years to complete. In Denver Water’s experience, homes built before 1951 are most likely to have lead service lines.  You can read more about this in a post from March 2.

Denver Water’s Lead Reduction Program is providing pitchers and water filters to customers who have or may have a lead service line.  You may have recently received this free water pitcher – many neighbors have reported receiving theirs and were not familiar with the program.  Replacement filters will be sent regularly and filtered water should be used for drinking, cooking and preparing beverages such as infant formula until six months after the lead service line is replaced.  Contact Denver Water if you have questions about the Lead Reduction Program or the water pitchers.


Denver Water just released its summer watering rules.

For nearly a century, Denver Water has provided guidelines to help you conquer watering season as efficiently as possible.

“Whether it’s a wet year or a dry year, the rules are there to make sure folks stay mindful of their water use in the summer,” said Jeff Tejral, a Denver Water water efficiency manager. “We always want people to use water as efficiently as possible, especially during watering season.”

The summer watering rules, which begin May 1 of every year and last until Oct. 1, encourage people to:

  • Water during cooler times of the day — lawn watering is not allowed between 10 a.m. and 6 p.m.
  • Limit watering to no more than three days per week.
  • Avoid watering while it is raining or during high winds.
  • Direct sprinkler heads away from concrete and asphalt.
  • Prevent water from pooling in gutters, streets and alleys.
  • Repair leaking sprinkler systems within 10 days.
  • Use a hose nozzle with a shut-off valve when washing your car.

If you live in the Denver metro area, it’s important to know your landscape and water only when necessary.  Your lawn (and Denver’s water supply) will thank you.

Theodore F. Figinski and Erin Troland | The United States government spends billions on public health insurance and has funded a number of programs to build health care facilities. However, the government runs these two types of programs separately: in different places, at different times, and for different populations. We explore whether access to both health insurance and hospitals can improve health outcomes and access to health care. We analyze a coal mining union health insurance program in 1950s Appalachia with and without a complementary hospital construction program. Our results show that the union insurance alone increased hospital births and reduced infant mortality. Once the union hospitals opened, however, the insurance and the hospitals together substantially increased the net amount of hospital beds and health care employees, with limited crowd-out of existing private hospitals. Our results suggest that hospitals can complement health insurance in underserved areas.

Changes in stock market valuations due to announcements of individual patent grants represent expected future increases in the technology level, which we refer to as patent-based news shocks. Our patentbased news shocks resemble diffusion news, in that they do not affect total factor productivity in the short run but induce a strong permanent effect after five years. These shocks produce positive comovement between consumption, output, investment, and hours. Unlike the existing empirical evidence, patent-based news shocks generate a positive response in inflation and the federal funds rate, in line with a standard New Keynesian model. Patenting activity in electronic and electrical equipment industries, within the manufacturing sector, and computer programming and data processing services, within the services sector, play crucial roles in driving our results.

FEDS 2020-032: Monetary Policy Unpredictability and Monetary Policy Surprises


Michiel De Pooter, Giovanni Favara, Michele Modugno, and Jason Wu | Monetary policy uncertainty affects the transmission of monetary policy shocks to longer-term nominal and real yields. For a given monetary policy shock, the reaction of yields is more pronounced when the level of monetary policy uncertainty is low. Primary dealers and other investors adjust their interest rate positions more when monetary policy uncertainty is low than when uncertainty is high. These portfolio adjustments likely explain the larger pass-through of a monetary policy shock to bond yields when uncertainty is low. These findings shed new light on the role that monetary policy uncertainty plays in the transmission of monetary policy to financial markets.

FEDS 2020-031: Social Distancing and Supply Disruptions in a Pandemic


Martin Bodenstein, Giancarlo Corsetti, and Luca Guerrieri | Drastic public health measures such as social distancing or lockdowns can reduce the loss of human life by keeping the number of infected individuals from exceeding the capacity of the health care system but are often criticized because of the social and the economic cost they entail. We question this view by combining an epidemiological model, calibrated to capture the spread of the COVID-19 virus, with a multisector model, designed to capture key characteristics of the U.S. Input Output Tables. Our two-sector model features a core sector that produces intermediate inputs not easily replaced by inputs from the other sector, subject to minimum-scale requirements. We show that, by affecting workers in this core sector, the high peak of an infection not mitigated by social distancing may cause very large upfront economic costs in terms of output, consumption and investment. Social distancing measures can reduce these costs, especially if skewed towards non-core industries and occupations with tasks that can be performed from home, helping to smooth the surge in infections among workers in the core sector.
